Starting in 2026–2027, French businesses that pay value-added tax (VAT) will no longer be allowed to send digital invoices straight to their business partners. To comply with the new invoicing rules, businesses will need to use a third-party provider – a partner dematerialisation platform (PDP) – that sends e-invoices to recipients and transaction details to the government. This article explains the key features of PDPs, including their functions, advantages, and more. A list of provisionally registered PDPs is also included at the end of the article.

What is a PDP?
A partner dematerialisation platform (PDP) is a tax-authorised service provider that handles the creation, delivery, and receipt of electronic invoices along with their transaction and payment information. PDPs ensure electronic invoices meet all requirements. They also ensure payment data is sent securely to the tax authorities, allow real-time invoice tracking, and store documents.
Starting in 2026–2027, depending on the size of the company, it will gradually become mandatory for all businesses involved in B2B transactions to use a PDP to send electronic invoices. Keep in mind that businesses working with public-sector entities can continue using the Chorus Pro portal to send their invoices.
What is the purpose of a PDP?
The goal of a PDP is to update, simplify, and safeguard the entire invoicing process for businesses and tax authorities. A PDP helps ease the switch to electronic invoicing for businesses. PDPs are approved by the tax authorities and include the necessary tools to properly issue compliant e-invoices. This includes those in the Factur-X format, which combines Portable Document Format (PDF) and Extensible Markup Language (XML) files.
Thus, the PDP helps everyone involved move more smoothly to electronic invoicing. It also helps combat tax fraud by making transactions more transparent.
Why use a PDP?
A PDP provides several benefits for businesses:
An easy way to issue and receive digital invoices
Payment data extraction and automatic online submission to tax authorities
Lower administrative costs linked to managing invoices
Better management of outgoing invoices
Full compliance with legal requirements

How to choose a PDP
PDPs are set to become a key part of the invoicing process. As a business owner, it’s important to choose a platform that works smoothly with your current invoicing system. Consider the platform’s cost and features. Some PDPs are a better fit for microbusinesses and small and medium-sized enterprises (SMEs), while others are designed for larger companies.
Stripe’s partner app, Billit, is a government-approved PDP that allows you to send electronic invoices straight from Stripe securely, with no coding needed. You can access Billit on the Stripe App Marketplace. To find out more about e-invoicing from Stripe, read this article on the subject.
